Phase 3 - Proposal Evaluaiton

  1. Scoring

    Each proposal is reviewed and scored by how well it meets the functional requirements in each module. Each requirement is given a point value based on the following criteria:
     
    • Requirement is met by existing software: 3 points
    • Requirement can be met with a no-cost modification to the software: 2 points
    • Requirement can be met but the cost of modification will be charged: 1 point
    • Requirement is not met and no modification can be made: 0 points

    The requirement points for each module are totaled and then weighted by the module weight assigned in the second phase. The module results are then totaled to give a numerical representation of the fit of the proposed software to your organization’s needs.
     
  2. Miscellaneous Evaluation

    Upper management is involved in evaluating the vendor’s response to the general assumptions section of the RFI. Each option is discussed and alternatives may be raised.
     
  3. Elimination

    The top three vendors, based on the scoring and miscellaneous evaluations, continue to the next phase.
